Tina Palmer
Tina Palmer is a senior recruitment and resourcing leader with over three decades of experience supporting organisational growth, workforce strategy, and talent development across Jersey and the wider Crown Dependencies and UK markets.
Since 1990, Tina has held a Director-level position at ASL Recruitment (part of the Law At Work Group since 2019), where she leads on strategic business development, client engagement, and service delivery across permanent, contract, and temporary recruitment. The business operates across a range of sectors, with a strong focus on financial services and specialist technical and IT recruitment.
In her leadership role, Tina has developed deep insight into labour market dynamics, organisational workforce needs, and sector-specific talent pipelines. She works closely with senior stakeholders to align recruitment strategies with broader business objectives, supporting organisations through growth, restructuring, and change initiatives.
Tina has extensive experience advising boards, senior leaders, and HR functions on workforce planning, talent acquisition strategies, and market positioning.
She is frequently engaged as a trusted advisor, acting as an extension of internal leadership teams to deliver pragmatic and commercially aligned resourcing solutions.
Alongside her commercial responsibilities, Tina has a strong commitment to skills development and social mobility. She regularly provides careers guidance to students and early-career professionals and delivers workshops in local schools and colleges focused on CV development, interview preparation, and employability skills.
She is an experienced networker with a well-established professional network across Jersey and the wider Channel Islands. She regularly engages with business and industry forums, including the Chamber of Commerce and the Institute of Directors, contributing to discussions on workforce, skills, and economic development.
In December 2023, Tina expanded her remit within the Law At Work Group into a broader business development role spanning Jersey, Guernsey, the Isle of Man, and the UK, supporting regional growth and cross-jurisdictional collaboration.
Her background combines commercial leadership, workforce strategy expertise, and stakeholder engagement, with a strong focus on building sustainable talent ecosystems and supporting organisational resilience in evolving labour markets.
Key Achievements
Won the tender for the supply of temporary staff to the States of Jersey in 1999 and following further tender processes still retains this.
Won tender for a major recruitment drive for GoJ Modernisation and Digital.
Won and retained the supply of staff to HSBC, Lloyds, UBS, MUFG, State Street and Barclays.
In July 2016 they established a Leadership Development Centre offers a range of ILM accredited workshops and programmes the division also offers HR Consultancy and Executive Resourcing.
Careers Provision – work closely with schools and colleges to support their career programmes. Worked with Victoria College since 1996 and now deliver key sessions. These sessions are now being delivered at Highlands and the University Centre. April 2017 sees them bringing back career events delivered at their offices, these cover what, how and why of looking for a first role. Working with Jersey Employment Trust, offering CV and interview support to their clients.
Project managed various office moves – ASL have grown from small offices in La Chasse to larger offices in Hill Street and then Broad Street in 2015 they moved to newly designed modern offices with up-to-date technology in Church Street before moving into the Law At Work offices in Seale Street in Oct 2019.
Board and Committee work
Employment Forum (2002 – 2008) the forum was responsible for enabling employment legislation for and she was proactive in the setting of the first minimum wage and establishing employment legislation for Jersey.
JEND (2006 – 2008) Jersey Employment Network on Disability is made up of a growing number of employers in the Island who are committed to providing real jobs for individuals with a disability. These employers work in partnership with local support agencies and charities to maximise work experience and employment opportunities.
Skills Board (2008 – 2011) – established by the Council Ministers in 2008
Set up to advise The Skills Executive which comprised of Ministers for Education, Sport and Culture, Economic Development and Social Security. The Skills Board was ‘employer led’ collectively referred to as ‘Skills Jersey’ skills.je Working together as Skills Jersey they developed a comprehensive approach that complements the Enterprise Action Plan, the Economic Growth and Diversification Strategy and the Back-To-Work initiatives that have been successful in helping many people find jobs in a challenging economic environment. This strategy brings together long, medium- and short-term objectives that will ensure our Island is well-placed to meet the requirements of current and emerging labour markets.

Past President of Rotary De La Manche (Rotary is a worldwide organisation), now part of the monthly council meetings made up of committee chairs and presides over the weekly events. Charity projects both locally and overseas some of initiatives include;
The Round Island Walk
They support all aspects of the walk along with the trustees (who are made up of Rotarians). The walk is 25 years old and to date has raised more than £2.5million for local charities.
Big Car Boot – Community and Vocational Committee
Organising and running the event, over one hundred stalls. All proceeds go to the annual Christmas Appeal- sadly these finished in 2018
Shelter boxes – International Committee
Raising funds and awareness for Shelter boxes that contain lifesaving equipment for families in crisis as a result of a disaster
Radio Auction – Community and Vocational Committee
Organising all aspects of this from gathering the lots to the operational element of the auction itself which went digital in 2015 last year raised £66K for the Christmas Appeal
End Polio – International Committee
Various Environment Projects to include Scenic Lanes
This is a Rotary worldwide initiative in conjunction with the Bill and Melinda Gates foundation – fundraising and awareness. Purple crocus’s all around the island – Polio is on the verge of eradication as a result
Christmas Shoebox Appeal
Working with corporate clients, individuals and schools to collect 100’s of boxes filled with toys and stationery- these are then distributed to children in places such as Moldova, Montenegro, Romania and Albania - 2023 boxes arrived early December http://tinyurl.com/5n9au5et
My family
Dwayne, Natasha, Jessica and Alex
My eldest son Dwayne lives in St Lawrence with my daughter in law Natasha and grandchildren Jessica and Alex along with Disney the dog and Carrot the rabbit. Dwayne is an Associate Director at Apex whilst Natasha runs her own massage and karate businesses .
Misty and Mowgly
My lovey dogs Misty and Mowgli. I love nothing more than walking through our lovely lanes and the beautiful St Aubins bay..
Steph, Sam and Emelia
My daughter Stephanie and her husband Sam (Touzel) live with their daughter Emelia and two dogs, Shelby and Baylee in St Helier . They run their own businesses SMART Scaffolding and a catering unit Touzel Catering.
Mum
My Mum is a widow since losing my wonderful father in April 2021 after over 60 years of marriage. Both of them were born in Jersey and lived through the occupation. Both worked into their 70's Mum as a lunchtime monitor at Bel Royal School so is known as Nanny Blampied, an active St Lawrence WI and my key knitter for my Rotary Shoeboxes. At 88 years old she is a total legend.
Ben
Ben is my youngest, he is still living at home as it is so hard for him to get on the property ladder. He works in IT. He sadly has undergone major spinal surgery and now newly diagnosed type 1 diabetic, ,however he takes this all in his stride. I am so proud of him.
